Ron, Check out my review of Absolute Insulation if you are in the Washington, DC area. I just had my insulation upgraded. They charged a fair price and the job was done well. I knew about the situation where it is necessary to have air circulate out of the attic although it is contra-intuitive. How a freezing cold attic can keep a house warm is by have lots of insulation on the attic floor.
Additionally, I had two of those attic fans with thermostats. They use more electricity than they save and really do not work. My finally burned out and I had them removed when the roof shingles were replaced. They did not charge me anything to to this, so it was a good idea.
I would definitely upgrade the insulation. My house is 20 years old and had the original insulation. I upgraded that over the house and added insulation over the garage and on the walls of the garage.
