Did you agree to flat fee? If you did, the plumber went over that flat fee price? If not, you cannot say "it was a high flat fee short job", he gave you a flat fee, i'm sure you were more than happy with. Don't put down the flat fee, it save you plenty of money. imo, I would want a licensed/insured professional to install a GAS water heater in my home, working with gas is dangerous even for professionals. So when comparing prices, keep in mind who is licensed/insured , and who is not a professional.
