Rody,  I would start by picking up any of the dead limbs that fell into your yard and just start piling them up in the neighbors yard so they would have to actually move them before mowing the grass.

I'll offer the third hand...not only is that an eyesore, but it's a public safety issue if/when it starts to attract snakes, vermin, and heavens only knows what other kind of critters.  Your city should have some kind of code enforcement division.  Call them and see if they can't get the ball rolling on getting this guy to ...
